Law 11/2007dated 22 June on electronic access of citizens to Public Services established the concept of "electronic site", which was created to satisfy the "the need to clearly define the electronic administrative site with which relations are established, promoting a regime of identification, authentication, minimal content, legal protection, accessibility, availability and responsability". It also sets forth, in articles 24, 25 and 26, a new regulation for electronic records, provisions which are incorporated in Royal Decree 1671/2009 dated 6 November, by which the aforementioned Law is partially implemented and which regulates its application.
The Ministry of Science and Innovation has made the Electronic Site available to the public, through which citizens can contact other head offices and other delegations attached to the Ministry, as well as gain access to the electronic services of the same. The Ministry of Science and Innovation's electronic site can be accessed at https://sede.micinn.gob.es (and through this website), and this electronic site allows users to exercise their right of access to the Ministry information, services and electronic procedures.
Installing Digital Certificates
When entering the electronic site for the first time, a 'site not trusted' warning message will appear, although it is possible to enter if you authorise the browser to access the site.
This is usually due to the fact that the electronic site uses a digital certificate which is issued by the Spanish Public Certification Authority (AC APE, after its initials in Spanish). This Authority has only been recently established and some browsers which have not been recently updated do not have the necessary root certificates installed.
